Article About the Armies and Navy Clauses

Here is a short piece by a student at Columbia Law School (I think) about the Armies and Navy Clauses of Article I, Section 8, clauses 12 and 13.  The Armies Clause says that Congress has the power to “raise and support Armies, but no Appropriation of Money to that Use shall be for a longer Term than two Years.”  The Navy Clause says that Congress can “provide and maintain a Navy.”

    I hope you will begin to track the number of law review articles about “forgotten clauses” before and after your book. I wonder whether you won’t spawn lots of imitators who think they can get tenure through mere arcania-thumping, rather than through brilliant legal-whatever-it-is-you-do.
